At the recently concluded 19th Party Congress, President Xi laid out an ambitiousdevelopment plan, aiming to build China into a strong, prosperous and innovationdriveneconomy by 2035, and then a leading global power by 2050. To achieve this,China needs to maintain steady economic growth and keep systemic risks in check.
The key to containing systemic risks is to resolve the debt problem. Since China’s debt isdisproportionally concentrated in state-owned-enterprises (SOEs)
